This week City & Guilds Kineo launched 10 new qualifications for the Civil Service. There are increasingly high expectations being placed on civil servants and public services. We have developed and accredited these 10 new qualifications to support improved operational delivery.
Improving Operational Delivery in the Civil Service
The Operational Delivery Profession includes 280,000 staff and makes up 70% of the Civil Service. They provide us all with the services and protection we need every day, including passports, visas, driving licenses, courts, prisons, job centres and the tax office. The professional development of these roles is a key plank of Civil Service Reform.
The City & Guilds qualifications will build knowledge, skills and behaviours across priority capability gaps – commercial, project delivery, digital and change leadership. Underpinning it all is a focus on excellent customer service. We are providing awards, certificates and diplomas for levels 2, 3 and 4 plus a level 5 award.
Minister for the Cabinet Office, Francis Maude, strongly supports the work that has been undertaken and commented:
“To win the global race we need a Civil Service that delivers the best for Britain. The qualifications being launched today will not only develop the capabilities of civil servants in the Operational Delivery Profession but will help improve the public services on which we all rely.”
Head of the Civil Service, Sir Bob Kerslake, also added:
“Developing the skills of civil servants is fundamental to Civil Service Reform, which is why I am pleased to see the introduction of these qualifications. They build on our Capabilities Plan and will help to create the modern, efficient, responsive Civil Service that the country expects and deserves – digital by default and putting the needs of the user first.”

Innovation in Qualifications and Accreditation
This project is an excellent example of the breadth of solutions we now provide to employers and our innovative approach to blended and managed learning services.
At City & Guilds Kineo we are innovating at a rapid pace in response to our customers’ needs. The speed with which we are creating new products and technology solutions is very exciting. These qualifications for the Civil Service have been delivered in just three months in partnership with Capita and include workshops, elearning and online assessments. I am very proud of the team that have worked tirelessly on this exciting project for the Operational Delivery Profession.
Our new Managed Learning Service (MLS) also showcases how we are supporting employers at a strategic level. MLS creates blended learning programmes that are mapped to national standards and qualifications. These programmes include elearning, virtual classrooms, online assessment and curated content and resources.
Everything is hosted on the MLS platform which is a single system bringing together qualifications, elearning content, Totara LMS, an e-portfolio, management information and reporting, and links to funding where required. The service is enabling large employers like Compass Group to deliver more qualifications at a lower cost and we’re proud to be part of great partnerships like Compass Group and the Civil Service.
