The New Zealand Ministry of Justice delivers court and tribunal services including collection of fines and reparation, provides policy advice and negotiates Treaty of Waitangi claims on behalf of the Government. The Ministry of Justice is the lead justice sector agency and also supports the judiciary.
With over 3,500 employees across New Zealand, it was important to have a learning platform that engaged learners and met the needs of the business simultaneously.
The Ministry of Justice were looking for a solution that would:
- Offer a custom branded theme and a consistent experience on multiple devices across 103 locations.
- Provide a blended onboarding experience to new recruits.
- Support high levels of traffic.
- Integrate with current HR systems to streamline onboarding and reporting, whilst offering employees learning relevant to their current role.
- Be able to handle customised plug-ins.
The Ministry and Justice now use Totara version 2.7, an enterprise open source LMS, they have named THRIVE, as a central learning platform for all employees.THRIVE was custom branded with a responsive theme offering employees the opportunity to undertake their learning on multiple devices.
Integration with the HRIS means that new employees automatically have an account established on the platform when they start work, without an administrator manually setting up an account for them, creating a seamless onboarding experience.
THRIVE is able to use certain aspects of a user’s data to be able to place them within an ‘audience’, giving them access to learning that is relevant to their role. The user has a much better learning experience as the details held about them and their role in the learning platform is accurate.
The reporting functionality has been strongly embraced by the Senior Leadership teams with some requesting specific reports to be sent to them each month. This is giving managers a much clearer picture of current and future capability than they have ever had before.
Thrive was launched in July 2015 and so far use of the LMS has increased by over 100%. User feedback has been extremely positive. Some Business groups are now regularly promoting specific courses to their employees on a monthly basis, while others are looking at developing tailored learning plans for their staff.
The accessibility of courses on Thrive has broken down a lot of the silos created by distance and a lack of access to training. Almost 80% of Ministry employees have accessed Thrive since its launch, with 64% of those people coming back to do more than one course.
