A major UK government department needed – urgently – a learning strategy and platform to support its ambitious transformation programme. In a climate of budget cuts and the need to deliver more for less, it needed a mechanism for communicating its vision and strategy through a newly empowered leadership and management team who would be crucial to delivering significant changes. It needed some quick wins but also a long-term sustainable approach to learning for its leadership and management community.
Importantly, the solution also had to establish a strong brand that reflected the department’s ethos of quality and reflected its commitment to developing its people.
The solution – which had to combine a platform designed for growth, and an approach to delivering different types of learning – had to be solid enough both to deliver quick initial messages but also provide long-term value.
The department was in a hurry. Within the first two months of this project we’d worked with stakeholders to assess requirements, recommend a strategy and plan of action, and designed and launched a customised Moodle LMS with three initial elearning modules.
We also established an overall brand strategy for the Leadership and Management Portal, and a marketing plan for its launch. This brought the high impact quick win they needed to get buy-in for this new initiative, as well as providing the quality benchmarks, which underpinned all subsequent materials placed on the site.
In the following three years, City & Guilds Kineo’s partnership with the department to grow and manage the portal and its resources has been extensive, including:
- Design and development of over 250 learning resources and blended programmes including initial diagnostics, elearning, discussion forums, live chat rooms, polls, surveys, two-minute overviews, video-driven scenarios, and expert audio interviews
- Bespoke extensions to the site; for example, development of a robust classroom management module, which enables all classroom management activity to be booked and managed through the portal
- Custom reporting functionality to meet internal reporting requirements and to integrate with internal HR systems
- Training and support of a core client team to make straightforward updates to the site
- Ongoing hosting maintenance and support of the site to a rigorous SLA (service level agreement)
City & Guilds Kineo’s ongoing collaboration with the department has kept the portal and its resources current and relevant. We’ve implemented various bespoke extensions to the site – including updates to the branded look and feel. We’ve worked with managers and administrators to make sure they’re getting the most from it.
We’ve also responded quickly to changing needs in developing new content to ensure the portal keeps on topic and remains relevant. The department has therefore been able to demonstrate a real return on its investment and delivered successfully on its transformation programme’s objective of delivering better quality for less by empowering its leaders to communicate and implement the vision.
The site has over 40,000 active users and has had nearly five million hits since its launch, making it the primary source of learning for all current and aspiring leaders in the department. The investment upfront in a robust strategy has guaranteed its ongoing quality and relevance.
